He is telling most of them into the federal detention organized whole and they will receive legitimate trials, instead of the show trials the naval hold. From what I view there are a few high security prisoners that won't be released to the federal scheme and will still be told a military trial. These will be moved to services prisons on the mainland.

Some tribe find it morally heinous to ban gay marriage and abortion. The starboard cannot be the moral authority, it alienates everybody on the left who are well within their rights to accept what they believe. With that said, the left-wing can't be the moral testimony either because it alienates the right. To be inclusive, something Obama wants to be, then a medial found has to be found.
