It's Presidents' Day today, a federal holiday, and all federal, express and city direction offices and courts will be closed, as well as schools. In 1968, Congress was examining legislation to designate the third Monday in February -- halfway between both birthdays -- as a "President's" Day, a time to honor the work of the President of the U.S. and all the U.S. Presidents, not just Washington and Lincoln.






But that legislation was never passed and, in 1971, Congress designated the third Monday to laud Presidents' Day in honor of Lincoln and Washington. Like many other "Monday" holidays, it's become a Madison Avenue-like "Sale" daytime for retailers. But the garage sale days on and around both Lincoln and Washington's true birthdays still be left as well.
